Networked Chat Extension

Introduction
As an alternative to using Steam or Discord chat, direct communication through Terraria's chat can be done using this mod so long as each player is in-game and in-world, or connected to different Terraria servers.
Examples
How this would work is if several players were playing on different single player worlds and wanted to discuss any given topic, one player could host a text server...
… and the other players could join said server.
This would constitute the primary functions of this mod.

-> Function for hosting a simple text send/receiver
--> Checks for user connectivity in case of disconnect using 1 byte packets
