Yes, it is active. Levels of activity vary depending on releases and news. Some periods might seem slow.

Yes. The amount of alerts you receive is pretty much entirely based on choice. Follow threads and interact with other members and you'll have plenty
Watching forum sections and other threads will give more alerts overall. I regularly get about 6-10 alerts a day from the Forum sections and threads I watch.
