Lag when walk

When i got 1.3.1.1 i go to my player and my world when i was walking is lag, i had frame skipping on when i turn off the game is going slow mo.

The clock speed of you posted is 1.0 Ghz, the required is 2.0 Ghz, with recommended for full specs to be 3.0 Ghz dual core. Let's assume this isn't your issue, can you post the details of your graphics card. You can find Radeon Panel in Control Panel in Windows.

How to find a Radeon Panel in control panel?
 
I believe your CPU is slowing you down significantly, the card should be fine to run on default resolutions.
