Items Liquid manipulator idea

everything in Terraria progresses, our damage, defense, enemy damage, defense, our mining speed and building speed etc. But one thing does not progress, transporting liquids.
So, my idea is to add item that lets you drain liquids and pour them in large amounts, think of new Matter Manipulator in Starbound. For example:

Liquid Manipulator
used to transport liquids
crafting:
-Bucket
-Inlet pump
-Outlet pump
-50 wire

and

Ocean drainer
"There was ocean there, right?"
crafting:
-Clentaminator
-Liquid Manipulator
-20 crystals

Okay, but how they really work? Well, imagine mid-range (half of flamethrowers range maybe?) mining tool that instead of mining blocks mines water/lava/etc.
Then they would be stored in inventory as Units of ... or we could add another items being...

Canister
Stores up to 100 units of water
crafting:
-10 iron bars
-5 glass

High Temperature Canister
Stores up to 100 units of lava
crafting:
- canister
-10 obsidian

how would their fullness be shown? My idea is that they would have it in their description, or as something like prefix, like "empty canister, full canister, 50% canister" etc. Another question would be, how would the mode be chosen? The same way game choses ammo, first in your inventory, for example if player has 10 canisters in their inventory at first slot, and 10 full canisters at their second slot, Manipulator would suck the liqud and when canister would be filled, move it to stack of full canisters.
