In the console version of Terraria I feel you are limited to a single (amazing) style to progress through the game.
Making a creation kit and a mod menu similar to Fallout 4 And Skyrim Special Edition's would be ideal.
For people that wish to keep their progress an option for characters and worlds would be to enable modded status if button is pressed to enable mods there would immediately be a prompt saying "Are you sure? This is a permanent change ect."
To keep all the games features functional you would obviously need to make some kind of system.
-Corruption/Bug Prevention
Non-Modded Characters cannot enter modded worlds, and modded characters cannot enter modded worlds.
-Online Multi-player
This one may be tricky but possible. Making it function by only authorizing players with an identical mod set can join. If not to requirements a prompt to download them may be a good idea or their character could go in but when they leave their (modded) items would go to the nearest container (excluding piggy bank and safe)
