Ninja Armor set bonus doesn't seem to work, at least not with Speed Boots

I'm getting the same speeds with and without Ninja Armor, using the ingame speedometer.
 
i'm getting 15mph without and 18mph with ninja armor, which is in line with the 1.2x boost that the source code suggests: 15 * 1.2 = 18
keep in mind that these speed bonuses do not apply to the maximum sprint speed when using sprint boots
you can only notice the speedup on the maximum speed reached before sprinting begins, which goes up from 18 with only hermes boots to about 21 with hermes and ninja armor
