I don’t have an underground desert in my world so I’m unable to obtain the goler npc.
 
I have the same problem. You have to:
  1. Get Sandstone Blocks from a world with an Underground Desert
  2. Create a Graveyard and place a Work Bench down
  3. Craft Sandstone Walls from the Sandstone Blocks at the Work Bench in the Graveyard
  4. Defeat a Mechanical Boss
  5. Wait for the Steampunker to arrive
  6. Assign them to a house on the border of the Hallow
  7. Talk to the Clentaminator when you hear Forest music
  8. Buy the Clentaminator and some Green Solution
  9. Talk to the Steampunker when you hear Hallow music
  10. Buy Light Blue Solution
  11. Go to your Desert, or make one with 1500 Sand Blocks if you don't have one
  12. Place the Sandstone Walls down
  13. Use the Clentamintaor with the Blue Solution to hallow the Sandstone Walls
  14. Use the Clentaminator with the Green Solution to purify the Pearlsandstone Walls
The act of hallowing and purifying the walls makes them "natural" allowing NPCs like the Golfer to spawn. Source
