To prevent NPCs from moving into a home you made for a different NPC, you can place a blacklist in the home and select that NPC to prevent them from moving into that specific home. They can be taken off the blacklist at any time.

You can kind of do that already using a Stinkbug Blocker. This blacklist system seems too convoluted to use, I'd prefer if the golden-bordered NPC flag remained in the house even while the NPC is dead.
