Blocks & Decoration Paintings are bad

I really like using paintings for decoration, but a issue is that paintings count as a block. I feel like a painting is more of a background thing, so you can't place anything infront of a painting. which makes it so Paintings stand out more and can't blend in with your builds as much

In conclusion:
You should be able to place things over a painting for decoration

I don't think its impossible to implement. Idk much about coding, but im pretty sure adding a new layer for wall decoration is completly possible.

It would certainly be nice. Not sure how it would be done, but I'm definitely not against it.
