TCF Suggestion PMs started by mods, e. g. warnings or notes shall always get to the user no matter how full their PM inbox is

Make PMs that were started by mods always get through to the user, no matter how full the PM inbox is. In other words: PMs started by mods ignore the PM limit. This is to avoid this scenario: A user makes with 4 other users a large group PM that fills the entire inbox. Then those people do mischief on the TCF to the point they get banned and when they get banned they will appeal and ask why they got a ban. The mods will explain: "We sent you PMs with warnings but you ignored them" and then the user say "I never got PMmed by mods".

We didn't just apply this conversation change without considering the ramifications. We have solutions in place to prevent this issue - you don't need to make suggestions to us about how to handle moderation, though I appreciate the concern.
