Resolved [PS4] 1.3 NPC’s and Legacy Worlds

My question. May sound silly. Other than the skeleton merchant, will the other hardmode NPC’s spawn in legacy worlds?

Have not seen the tavernkeep spawn with quite a few hours and plenty of exploration logged in on a legacy map. Just find that strange. By now you’d think he’d show up.

Even went down and killed the Eater of Worlds twice. Not exactly “searching” for him but hadn’t seen him for a while, thought killing the eater might trigger him spawning, still haven’t seen him.

You can't find Tavernkeep yet. On pc he was added in 1.3.4, which console doesn't have yet.
All the other 1.3 NPCs can be found in a legacy world though.
