Working as Designed Rain Mobs Spawning when Not Raining (No, I was not in a desert).

The title says it all. I was playing Journey Mode so it may be a bug related to the weather sliders. I am pretty sure this bug started the moment I entered the game, but it took me a while to notice. I did check to see if the slider and it said that it was not raining. Sadly, I cannot offer to much more helpful information since it has only happened once.
 
I am not certain. It was a while back and I was really just making a run to fetch some items from another world so the session was pretty short. It finally hit me when I got a flying fish banner when the sky was clear. Time may have been frozen as well, but I am not certain.
 
Actually, I just realized that I hadn't returned the world since that session. I just checked back on the world and it appears that time was indeed stopped and it was raining upon entering this new session.
