Absolutely use the Destroyer Emblem. The recon scope is more of a gimmick, while the Emblem actually provides more damage.

I see, I mistook it for the Rifle Scope.

Even it's other uses are gimmicky, it still has 2% more crit than the Destroyer Emblem. So I don't see the competition if you're going only ranged.
