Steam "Lost Connection"

I can't join friends on Steam period. 1 file failed to validate and will be reacquired is the diagnosis message I get even after:

Full steam uninstall
Cleared registry and Cache
Clean boot with Windows Defender, all startup apps, and my other anti-virus disabled.
Clean install of Steam and Terraria.
Port forwarding for Steam and Terraria

Please help us!

Same for me, I cant join anyone but i can host games and have my friends join it. Other websites suggested reinstalling the game and do the steam file intergrity verification, both didnt help.
