PC Stuck on "Found Server"

I've tried everything I could to get my server to work on steam and the dedicated IP. The IP will crash Terraria every time and steam multiplayer will get stuck on found server. My two other friends can do the steam multiplayer just fine besides lagging them horribly to the point where we can't play but for me it won't work. It's very frustrating because we always play together, but the game works fine on it's own.
 
If reinstalling .Net Framework doesn't solve it try checking that the port 7777 its not being used by another process.
You can check this by executing Resource Monitor:
Start>>All Programs>>Accessories>>System Tools>>Resource Monitor
On the network tab, tcp connections or listening ports submenu.
A friend had the same problem and the culprit was HD-Network.exe, a process of Bluestacks Android emulator.

You can open Bluestacks after the Terraria server its running and it will work just fine.
You don't have to sacrifice Bluestacks.
