When I'm near the ocean sea turtles just appear out of thin air right beside me

When you are on the boundaries of the world, enemies and critters can spawn on-screen. Are you at the boundary of the world (when the camera can't scroll any further)?

No i'm at the beginning of the ocean biome and they just spawn right beside me
