Why hasn't anyone made a modded server yet?

Why hasn't anyone made a modded server for multiple mods? I've been wanting to play terraria with a bit more content with my friend, but we can't purely because no general modded server has been made.

Because it's difficult to do. (Takes programming skills.)

If you are thinking tModLoader, I think next release multiplayer should be serviceable....so I guess wait a week or so.
