Xbox One Xbox Play Anywhere/Backwards-Compatibility

This thread seemed most fitting here, though I have my doubts so if it's in the wrong place I'll delete it.

What would it take for this game to be an 'Xbox Play Anywhere' title? Is that possible? And would making Terraria XBPA make it then possible to play multiplayer between XBOne and PC?
Also, is there a possibility of making the 360 version backwards-compatible with One? I love this game but I don't want to buy it a third time.

I'm not a developer but I do know that for multiplayer to work, all participants must be on the same version. PC is currently 1.3.5.3 while Console is 1.3.0.7 so there's still a gap between them.

I would love to hear what @Loki and @ClearConscious has to say on this subject.
