Hi, I recently started a new playthrough in 1.4 and despite me having all the required spawn conditions, the Zoologist isn't spawning. Anyone else have this problem?

To confirm, you have an open - valid house, and your Bestiary progress is at 10% or higher?

Yes, my bestiary is over 10% and I do have an open valid house.
Is your world & character a journey mode, and do you have spawns disabled?

My character and world are on classic. Here's the files.
I loaded your world and was eventually able to get the Zoologist to spawn.
Your world was in nighttime at first and NPCs can only spawn during the Day, not at Night.
The Painter moved in your vacant house at the bottom so I built a new house above. She moved into the new house I built.
Try seeing if she spawns during day after building another house.
