That is simply false.
Here, I have filled the head texture with red dots. The only thing the head is behind is the hair and the front arm.
However, experimenting with this has given me an idea.

I've been so buzy tweaking and fixing things and now i fear i might have to fix some hair animating under the arm as well?....
I feared it would be something like the back Arm, where it is not where you though it to be in the layer order...
Idea failed. with some reverse-engineering, I found that the far hand was behind almost everything
The Back hand isn't Behind everything i though so myself, but then this happened...

it's a bit odd the front rotating-arm, is not used while Holding a Ranged, Magic weapon or Drill instead of the old Arm-flail animation
