I had the same problem. What you need to do is go into your main Terraria folder and rename "Terraria.exe" to "tapi.exe". It's seems to be a bug in r15 or something.
Also, if you just want to play the mod you don't need tapi builder at all. Put the mod into you Terraria/tapi/mods/local folder and you're all set. You only need tapi builder if you want to actually edit the mod files.

Thank you! I think I did that before but I forgot it.

But wouldn't Pure Phazon be to easy to get? I mean you can get it mid-game so... Doesn't it feel like it really should be later on or?
It's intended to be obtained at the same time the Gravity Suit can be made(if not sooner), which makes sense because the PED Suit will be the same tier as the Gravity Suit.
(i.e. It's the next suit right after Varia.)

Wait, wait, I think I know what it is...

First of all, @The Great Orange probably told you wrong. Don't just rename Terraria.exe, you're suppose to copy Terraria.exe and rename the copy to tAPI.exe.
So, you should have both Terraria.exe and tAPI.exe, because the tAPI Builder searches for "tAPI.exe" to use as a reference, whereas when starting up the game, the shortcut looks for "Terraria.exe"...
That is, assuming you actually did what he suggested to get the builder working, and not just simply download the tAPI file of my mod. Because if my assumption is incorrect, then I have no idea.

Secondly, (I don't know if this is the solution) I personally use Shockah's Fancy Cheat Menu. (I've never used Poro's Ingame Cheat Menu, before.)

Okay, thanks, I'm trying to uninstall Terraria but Steam is too dumb to do so, it just deletes the shortcut.

Which cheat mod did you use? Could you link it to me?
Wait, what did I needed to copy and where?

I haven't renamed anything yet, I don't know where Terraria.exe is located
Face Palm. My bad. Yeah, try reinstalling Terraria and tAPI. That might get it to work.
Also, to uninstall a Steam game, right click it in your library, and click "Delete local content".
