That sounds like a tautology to me.

Yes. He shows Himself to people that can see Him because they can see Him, and he can't show Himself to people that can not see Him because they can't see Him. That's circular reasoning.

It means that he shows himself to people that are ready to receive him. No circular reasoning in that.

But then what does "ready to receive" mean? When would I be ready to receive?

It seems to me that those who are ready to receive are those who already have received.

If the person in question is a good, moral person and is willing to receive him. If the person refuses to hear God(regardless of whether or not they believe in him) and/or is immoral, it's very difficult for him to reach them. Also, there's a lot of people that have already felt his spirit, but didn't know it. It can be subtle.
