The Terraria State of the Game - September 2020 says the "current plan is to launch Terraria: Journey's End on Mobile in October".

One question. How are they going to get four years of updates done in less than a year?

It will probably be released on mobile around Oct. 20-31

1.4.1 has indeed been released on PC. Mobile 1.4 will come sometime in October.
