PC Angler Hat Crashing In Multiplayer

Whenever someone on the multiplayer server I am hosting attempts to put an Angler Hat on it crashes their game. Then they have to go into a single player world to remove the hat before they can join the multiplayer server again.

This is happening on a completely vanilla server, no mods or tshock. The only difference from pure vanilla is that I am using the GUI exe to run the server rather than command line.

This sounds like a missing texture issue. Can you ask them to verify the integrity of the game cache through Steam?
