there already is a character limit, it's 400k characters last i checked
it may just be for making sure someone doesn't break the forums with really big text walls but it still exists

I assume the report contains things such as "Message text: ..." before the report text or you could spam report pms and frame users with photoshopping images

worst comes to worst you'd just have to add the mod to the gc but pretty much no one has a grudge THAT BAD that they would photoshop a fake post just to get a person warned
