Working as Designed Biome Torch Swap does not place Coral Torches in the Ocean Biome

I tried doing it underwater in the ocean too, but still no luck. Surely the coral torch is tied to the ocean biome right?

They do, and they work underwater. I'm not sure what you mean "biome torch swap."

I'm being told that Coral Torches were excluded, presumably because the biome itself has limited interaction from the torches and their underwater functionality.

But I don't know for sure.
