Yes it's modded. I have play modded for a long time and I've never seen a world so broken.

Ah, that explains. Seems like your mods are doing some nasty things to world gen. If this was vanilla I'd definitely advised you to file a bug report.

you probably couldn't duplicate since it's modded and i actually had some issues while installing.

Tremor is probably causing your world generation problems, considering how much they attempted to change with vanilla
