Not sure if this is normal.

With the Celestial shell in the vanity slot the character is always a werewolf - day and night. Is this normal to be a werewolf during the day?

Yep, normal. Not even a celebration seed feature either

That's part of the vanity effect, for those preferring the werewolf form.
This also works with the Merfolk form too

Doing so won't give them the bonusses, just like any accessory in the vanity slots.
