(And would the characters maybe be able to use logic a knowledge to figure out that he needs a voicebox without directly seeing the voice box is not there?)
 
"Well, he is a machine after all, so I would assume that whatever is supposed to allow him to speak must be damaged. Likely his voicebox."
 
“Alright. Hopefully there is. Do you know if there’s anyone we can talk to in order to figure that out?”

"Which is a problem indeed. Before we do anything else though, you should go and check the place, to see if another daedra's energy is present. I wouldn't want to have to find somewhere else if it is not necessary to do so."
 
"There lies the issue, I don't think that the dwemer ever made voice boxes. None of their machines have ever spoken, and I've never found any in ruins of theirs."
