Resolved Error "Please launch game from Steam client" on girlfriend's Terraria

It's happening after the new update and we have exhausted everything from restarting Steam to restarting the PC. Nothing works. We have tried every solution from way back when up until more recent times (2019). This update seems to have something to do with Steam and I'm just wondering if she'll ever be able to play again as she has even reinstalled the game and verified it. EVERYTHING has been done, so we're looking for immediate and new solutions to what may be causing the problem.

For me it does as well (say 1.4.0.2 in game). Girlfriend can't tell because she can't open her game. Because she gets this error. Every time. No matter what happens.
 
Doesn't matter what we do. It is the Steam version. Launching from folder, from Steam...doesn't matter. We've looked through the forums and Steam and found nothing that worked. We have tried everything that worked in the past updates for others. Nothing. Not a thing worked.
 
We are looking into this issue, but we currently have no leads, unfortunately. The game shouldn't be failing to start this way, and because it doesn't start, it never generates any sort of error log. Because we can't get it to happen on our end, its very tricky to investigate.

Keep an eye on coming hotfix patches, we'll include any fixes we have in their changelogs.
