If there is a nearby Hat Rack placed on the ground, Hand of Creation will not give you a range bonus for tools or tile placement. This affects approximately a 190' wide by 150' tall area.

The other effects of Hand of Creation (such as the stepstool) appear to still function in the presence of a hat rack.
 
Oh that is sooooooooo weird.

Its also happening with Mannequins, and other sources of range boost like Toolbox.
