Help - I have too many mods for my computer's good

So... I may have gotten carried away with mods and broken the game... Oops... ':eek:`:confused:

I was intentionally going for a lot of mods so I could do a ridiculously modded playthrough, but I apparently didn't think about my computer's limits. The modpack I put together had about 141 mods if I remember correctly, with a large number of them being content mods that add lots of bosses, NPCs, biomes, and items. So now I can't even load the game in order to disable and remove them without crashing the game and getting a "ran out of memory" error. Is there any way to solve this from outside the game, maybe in the Mods folder on my computer?
 
Maybe try holding shift while the game starts to skip mod loading?

And if that doesn't work, which I'm not sure I expected it to, the mods folder can be found in /documents/my games/terraria/modloader/ (on windows). You can try removing .tmod's or messing with/deleting the enabled.json file.

Sorry for not being too sure about any of this, I'm extremely tired.
