It's not a bug, your network isn't configured properly. You need to do something called "port forwarding" for it to work. I suggest you google that term to learn more about what it means. There should be some good links.
After that head over to portforward.com. They have guides for a lot of routers there. Chances are there is a guide for your router.
Basically what you need to do is forward port 7777 on the external network to your computer on the internal network.
You can also try enabling a function called UPnP in the router. Then you might not have to "port forward" manually.
