missing downloaded files

I tried everything, uninstall and reinstall, clear my Cache, be a admin, reaper download folders, disabled windows defender and AV, and still does not work. Any suggestions? It starts to install, but stops at 5% and then says "missing downloaded folders.

That sounds like an issue with Steam itself. Have you tried contacting their customer support?

I saw other post on here and from what I saw It was not a steam problem. However, I will contact them.
