Working as Designed Monsters spawning inside valid houses

In some events i noticed that monsters that don't pass blocks are apparently spawning in valid houses locked with npc inside, killing the npc. the events I noticed were the lunar event (stardust pillar, the monster Twinkle Popper) and the pirate invasion, the houses were located in the area where monsters normally spawn (one way I could avoid it was to stay close to a house inside the screen, as monsters don't normally spawn inside the screen, or stay too far from the house), in the case of the pirate invasion I had noticed in version 1.3 of the game but maybe it still happens since it happened with the lunar event in this new version.

EDITED:
Now i wonder if the monsters should not spawn in areas with background wall placed by the player, if this is a rule and if the fact that they appear is a real bug.
