There isn't anything to boost it as far as I'm concerned unless maybe a thunderstorm is going on. It does happen occasionally and randomly, so you're probably just unlucky with it.
Keep in mind that there are different tiers of a graveyard biome depending on how many graves are placed. Things seem to stop progressing at 8 for me. Not sure what more does.
Sussed it: I had time frozen. Once I set time to x24 and slept on a bed it was going off like mad. It turns out it's set to go off once every 3-4 in-game hours.
