I already paid the game but I can't open it.

The error at the bottom of your screen seems to indicate that you don't have an internet connection when you were trying to download the game. Please either make sure you have an internet connection, or if you do already check your device settings - this is unlikely to be an issue with Terraria.

That appears to be an issue with the Google play store - you will need to contact Google.
