PC Poor Performance on Good Computer

I recently got a new computer specifically for gaming, excited to play my favorite games on good graphics. This computer can run minecraft at fancy settings between 100-200 fps, it can run new games like assassins creed syndicate at high graphics settings with solid 60 fps. However, when running Terraria in either full screen or a large windowed mode, I expirience frequent slowdown lag. (I am not sure the correct term for this, but basically the whole game runs slower, so there is still smooth frames, but everything feels like slow motion). I would like to play terraria in a large window/fullscreen, can anyone suggest solutions to this?
 
What graphic card are you using? Also, is Frame Skip on or off (try toggling it and see if it changes anything)?
 
Update problem not really fixed. It runs smoothly on the surface usually, but if I got near a cave or anything it slows down, so im running at borderline ok. Bumping this for help.

Run terraria on high priority setting (task manager).Use razer game booster to turn of all unnecessary programs and services.Try turning "multicore lighting" setting to ON/OFF.Check if nvidia control panel settings are set-up correctly (no black text is shown there).Are you playing on a multiplayer server or just singleplayer?
And what does "borderline ok" mean > how much fps do you get exactly?
 
If tips given above don't work, you shoul try to set affinity :
Task Manager -> Details -> Right-click on Terraria.exe -> Set affinity -> Uncheck UC 0

I am not very positive that this will work but try it out and see if it makes any difference.
 
What operating system version are you using? Providing more PC specs in general would be useful.

You could try updating XNA and .NET, which could be a possible source of the issues.
