Alternatively, you could right click on it to open a dialog that lets you choose either of those times. I think this would be a nice to have for those times when you want to fight night time bosses, but missed your opportunity and don't want to wait another 15 minutes, or for speed runners.

Not really, you have to wait 7 in game days (2 hours and 48 minutes) to do it again.

Plus, you could always just make it advance time forward instead of always backward.

Not any more than the current sundial mechanics can be abused. This would just give you the choice of day vs night, instead of just forwarding to 4:30am only, like it currently does.
