Working as Designed Showing hair through the Fox mask

I myself done a Pumpkin Moon event on a Journey world with some friends of mine and with the addition of having the Halloween event happen for a day after that (at least after reaching round 15), it made me think a bit about some of the vanity sets that can drop from Goodie Bags, specifically the Fox set. I myself don't really get why that, despite it being a mask, the fox mask doesn't actually show the player's hair if it's equipped, despite other animal-like sets (like the Cat and Wolf sets) showing hair through them.
Just a consideration but perhaps this behavior should be changed for a future patch, or is this intended behavior?

This is working as intended, due to the fact that despite the item look, the actual vanity functionality of the item isn't really a mask; it covers the whole head.
