I don't see this mentioned anywhere, does it matter if the art is digital or drawn/painted? As far as I can tell most, of the entries have been digital so far.
Either is fine, as long as it's your original work.

Only one person would get the prize. If it was even allowed.

Alright, because a friend and I wanted to do a collaboration and find a way to split the prize if the submission wins. I was thinking that if a collaboration were allowed, she might just give me a wishlist or something and I would gift her the games or items she was planning to buy. I don't know though.
You might be able to gift someone steam wallet funds, though I've never done it.

As far as I can tell, you can't. You can only gift games and tradable items.
Well you could always buy them a wallet code for half the amount of the prize you won.
