Tmodloader 1.4 opens comand prompt and closes how to fix help

i could play tmodloader 1.3 but with the 1.4 update im unable to play due to it opening comand prompt and closing.
It says the following and then closes.

For me it starts verifying instillation directory and then asks to delete third party library files that could break tmodloader. I know nothing about computers so I am basically stumped here. Do I just go through with it or will it do something to the game?
