**REPORTED** Unable to actuate 2nd row of blocks beneath a chest

I noticed this in one of my pre-1.4 worlds (and subsequently tested it in my Journey Mode world).

Is this intentional behavior now, or a bug? I didn't spot anything about it in the change log.

I was just about to report this as well. I did find a workaround for now, by actuating the blocks before putting the chest down.
