Wyvern spawn too low on large world.

According to all sources Wyverns are supposed to spawn at the height of 1000 above surface level.
By my understanding 0 is the surface level.
In my 1.4.0.4. created large world I get spawns at the heights of 500-700 measured with the Depth Meter.
They aren't supposed to be spawned that low, yet they do. What gives?

I'm afraid I don't know what causes this, but I've also noticed a decrease in the minimum height for 'sky' mobs to spawn, even on a Medium-sized world. Hopefully someone is able to look into this and confirm as to whether or not it is intentional.

I'm experiencing the same issues. I get wyverns spawning at 450 on my large world which is just 40 blocks above my highest land and only 60 blocks above my west ocean.
