How do you get it? I've heard its from the traveling merchant but on the wikis it doesn't say he sells it :/

You’re correct that you would get the Horned God set (which is now a vanity set in X1 and PS4 versions) from the Traveling Merchant. It’s in his inventory which is random, so it’s all about luck if he’s ever selling it.
