When I try and play split screen I turn on the second controller and it says to sign into a separate profile is that accurate cause when I do it switches controller's

That sounds about right. What do you mean it switches controllers?
 
Try signing in with each controller at the Home screen (before starting the game).
The active user should change when pressing the Xbox button on the controller.
