If someone use my sprites, claiming to be their sprites, i can report him for plagiarism?

Assuming you have evidence of this, yes. Be aware this is a very serious accusation though and should not be made lightly.

If you have evidence of this, report the post (or posts) in which the plagiarism is occurring and we will get to the bottom of things.
