Issue has been resolved.
Okay so I have been fishing everywhere and have maximum fishing gear (full armor set, all accessories, golden fishing rod), but when I went to the UG jungle to catch some fish for the summoning potion, I literally can't catch anything.
This isn't an isolated problem; I've tried three different pools, none of them worked. I am not catching anything at all; the fish aren't even biting. The size is not an issue, the first one I fished in was MASSIVE.
I am trying really hard to understand what's wrong here. What could possibly be the issue? Is anyone able to catch UG fish at all right now?

I've been trying to figure this out for over an hour, but I just found out the problem. I had a truffle worm in my inventory. I incorrectly assumed this wouldn't be a problem since bait in my ammo section always takes priority. Well, every time except this, apparently.
I don't know what to say, I'm not a fan of how this works or why it's not working, but it is what it is.
