I don't know if this is normal or not, but I can't remember it happening to me before. It was in the left ocean of this world. The seed is 3.2.2.1926274625.

If this was a For The Worthy/Everything world then that is intentional, yes. There's a chance for the main loot of a chest to be replaced by an Angel Statue.
