I do feel like asking by what standard you mean modern technology.

Anything from around the 1990s to 20ish years in the future.

The lore of ULTRAKILL takes place in a really weird timeframe not to mention in hell. So of course hell’s technology is less advanced.

If there’s some relative level of technology here. Just say he doesn’t understand anything from around the mounted wall phone.

I had to describe his lore too cause his locations are deeply rooted into his lore.

So uh… thou could just add Dante’s layers of hell as a location and unless you actively GO there than it doesn’t have to mess with anything. He goes by the same physics that any other plane of reality would unless thy reality has some trippy physics.
